Work and income — KNM A2
On the theme Werk en inkomen (work and income), KNM items test three specific patterns. Learn them as patterns — once you recognise the shape, the answer follows.
Mag / Moet → Ja, Alleen als, Nee
Many items ask if something is allowed (Mag dit?) or required (Moet dit?). The three options usually follow one shape: Ja, Alleen als…, or Nee.
If you see alleen als, slow down. Dutch labour law is full of conditions and agreements. A 14-year-old cannot take a full-time job, for example, but may do light work under specific conditions. In those items, the absolute ja or nee is wrong; alleen als is the correct option.
Bruto en netto: which way does the arrow point?
Money items compare your brutosalaris (the contract amount before taxes) and the amount you actually receive in your bank account (nettosalaris). The three options test direction:
- meer dan (more than)
- precies (exactly)
- minder dan (less than)
Because you pay belasting on your loon, the amount on your bankrekening is always minder dan your brutosalaris.
Welke instantie betaalt de uitkering?
If you lose your job, you may need an uitkering (unemployment benefit). Three real offices appear next to each other:
- Het UWV — pays the WW-uitkering and helps you find new work.
- De gemeente — pays bijstand (welfare for people without any income), and handles local administration.
- De Belastingdienst — collects belasting and pays out toeslagen, but never the WW.
For a fired employee looking for new work, the answer is always het UWV.
Het arbeidscontract en solliciteren
Most KNM work items refer to een arbeidscontract (an employment contract). Two types matter: bepaalde tijd (fixed term — ends on a date) and onbepaalde tijd (indefinite term — no end date). If your bepaalde-tijd contract expires and you have no new work, you can ask het UWV for an uitkering.
To find new work you read een vacature (a job vacancy) and then solliciteren (apply). Many people use een uitzendbureau (a temp agency) for tijdelijk werk while they search. Each month your werkgever gives you een loonstrookje (a payslip); each year, een jaaropgave (annual income statement) that you use voor de Belastingdienst.
Workplaces follow rules in een CAO (collectieve arbeidsovereenkomst — collective labour agreement) negotiated between werkgevers and een vakbond (a trade union). If you fall ill at work, de bedrijfsarts (the company doctor) decides if you may stay home.
Eigen bedrijf, KvK en EVC
If you want to start your own business, the eerste stap is een ondernemersplan (a business plan) — financial forecast, target market, costs. You then register at de KvK and receive een KvK-nummer (KvK number) — your unique business ID. If you have years of practical experience but no diploma, you can have it valued through het EVC (Erkenning van Verworven Competenties — prior-learning recognition). This can replace a missing diploma when you apply for jobs.
Sollicitatieplicht en re-integratie
When you receive an uitkering, you have een sollicitatieplicht (a job-search obligation) — you must actively look for work. Het UWV WERKbedrijf (UWV's job-search arm) helps you. If you cannot work because of illness or disability, the WW-uitkering changes to de WIA-uitkering (disability benefit). The bedrijfsarts and een re-integratiebedrijf (a reintegration company) write een re-integratieplan (a reintegration plan) to help you slowly return to work. Sometimes via bijscholing (additional training) or nascholing (refresher training).
Rechten en regels op het werk
Dutch workplaces follow de Arbo-wet (the Working Conditions Act) — rules about safe working hours, breaks, and protection. In every grote werkplek, the personnel elect de medezeggenschapsraad (MR) or ondernemingsraad (OR) to discuss decisions with the boss. The system is funded through de lastenverdeling (the distribution of tax and social burdens) between werkgevers and werknemers. Outside paid work, many people do vrijwilligerswerk (volunteer work) or maatschappelijk werk (social work) — helping in de buurt, at school, or for a buurthuis. Volunteering is unpaid but builds een sociaal netwerk (a social network) that often leads to a paid baan.
If a werkgever causes schade (damage) to your stuff, or makes a wrong decision over your uitkering, you can file een bezwaar (an objection) within six weeks.
