What does toeslag mean in Dutch?
Toeslag means a supplement: something paid on top. The plural is toeslagen. In everyday Dutch the word has two common uses.
- A government allowance. This is the meaning in this guide. A toeslag is a monthly contribution towards a cost you cannot avoid, such as health insurance or rent. How much you get depends on your income and assets.
- An extra charge or extra pay. On a ticket, a toeslag is a surcharge. On a payslip, a toeslag is extra pay, for example ploegentoeslag for shift work.
So when a letter from the government mentions toeslagen, it means allowances, not charges.
The four toeslagen at a glance
There are four toeslagen. Each one is linked to a situation in your life.
- zorgtoeslag (healthcare benefit): towards Dutch health insurance, from age 18.
- huurtoeslag (rent benefit): towards the rent of a home you rent in the Netherlands.
- kinderopvangtoeslag (childcare benefit): towards registered childcare.
- kindgebonden budget (supplementary child benefit): towards the cost of children under 18.
If you have just moved, start with the official benefits pages and the page on moving to the Netherlands. They group the four benefits by life situation.
What is Toeslagen, the service that pays them?
Dienst Toeslagen (the Benefits Agency), often just called Toeslagen, decides on and pays all four benefits. It is part of the Ministry of Finance, and its information lives on belastingdienst.nl. That is why people say they get their toeslag "from the Belastingdienst".
You deal with Toeslagen through Mijn toeslagen, the online portal where you apply, check your amount and report changes.
Who qualifies for a benefit
Your right to a benefit starts with your real situation in the Netherlands. You must live here, and you need health insurance, a rented home or children, depending on the benefit.
Some exceptions matter straight away:
- A1/E101 certificate. You stay insured in your country of origin. You then have no Dutch health insurance and no right to zorgtoeslag.
- Students. If you are in the Netherlands only to study, you are not entitled to zorgtoeslag. You may still be entitled to huurtoeslag or a child-related benefit.
- BSN. You need a burgerservicenummer (citizen service number) before you can apply. You get it when you register with the gemeente (municipality). For a child-related benefit, your child needs a BSN too.
- Partner abroad. If your benefit partner lives abroad, both of you need a BSN.
Read the official page on how benefits work before you apply. The benefit type also decides your deadline.
Income, assets and your toeslagpartner
Every toeslag depends on your income for the year and on your assets (vermogen) on 1 January. The Belastingdienst publishes the limits each year. The 2026 limits are:
- zorgtoeslag: income up to € 40,857 on your own or € 51,142 with a toeslagpartner. Assets up to € 146,011 on your own or € 184,633 together.
- huurtoeslag: no single income limit, because it depends on your rent, your age and your household. Assets up to € 38,479 per person, or € 76,958 for partners together. The home must be self-contained: its own front door that locks, its own kitchen and toilet, and since 1 March 2024 its own shower or bath.
- kindgebonden budget: assets up to € 146,011 on your own or € 184,633 together. The amount drops as income rises.
The amount you receive depends on your income and your own data, so do not guess from what a friend receives. Make a trial calculation (proefberekening) on belastingdienst.nl first.
Your benefit is also not based only on you. A toeslagpartner is usually your spouse or registered partner, and sometimes someone you live with. If you have one, their income and assets count too.
Use the official tool to check whether you have a toeslagpartner.
The tool does not work in two cases. One is when you temporarily house a refugee from Ukraine with temporary protection. The other is when you have an au pair with an au pair contract. In those cases, call the Tax Information Line (BelastingTelefoon) instead.
How to apply
You apply online in Mijn toeslagen, or with help by phone or appointment.
- Register with the gemeente and get your BSN (and one for your child, if needed).
- Arrange your DigiD.
- Make a trial calculation on belastingdienst.nl.
- Apply in Mijn toeslagen. The portal is only in Dutch.
If you cannot manage the Dutch screens alone, call the Tax Information Line. They can book an appointment at a tax office or refer you to a benefits service point. If your benefit partner lives abroad, call them before you apply.
Deadlines differ per benefit. You can still apply for zorgtoeslag, huurtoeslag and kindgebonden budget over 2025 until 31 December 2026. With an extension (uitstel) for your Dutch income tax return, you have until that extension ends.
Kinderopvangtoeslag is stricter. Apply within 3 months of the date you become entitled to it. If your child starts childcare on 1 May, apply by 31 July at the latest. If you apply later, you lose the earlier months. See until when you can apply.
Kindgebonden budget often comes by itself. If you already get zorgtoeslag, huurtoeslag or kinderopvangtoeslag, you do not need to apply for it. You receive it automatically if you are entitled. The parent who receives kinderbijslag (child benefit) from the SVB must be the applicant.
You only apply once. A benefit continues each year as long as you meet the conditions. You must report changes yourself, or stop the benefit when you are no longer entitled. Official page: I want to apply for a benefit.
When the money arrives
Benefits are paid monthly, as an advance (voorschot). After the year ends, you receive the final calculation, and that can mean extra money or a repayment.
Payment comes around the 20th of the month before the month it is for. The official schedule lists Friday 20 November 2026 for December and Monday 21 December 2026 for January 2027. Since June 2026 the money comes from a Rabobank account, NL04 RABO 0200 1122 44, instead of ING.
Your bank may show the payment earlier or later in the day than another bank. The money is always transferred by 24.00. If you get more than one benefit, they may not arrive at the same moment. Check the payment dates for benefits.
Reporting changes and paying money back
You must report changes within 4 weeks. Examples are a pay rise, a new partner, a move or a new childcare centre.
Report the change in Mijn toeslagen with your DigiD, or call the Tax Information Line for help. You usually receive a new advance decision (voorschotbeschikking) within 5 weeks, and the adjusted amount is paid after that.
Sometimes a change or the final calculation shows that you received too much. Then you pay the excess back. You do not always have to pay it in one go: a payment arrangement is often possible. Read the official page on paying back a benefit.
If you leave the Netherlands, you are usually no longer entitled to any benefits. Use the official page to submit a change.
What the KNM exam asks about this
KNM usually asks about the practical rule, not the legal wording. Expect questions about what toeslagen are for, who pays them, and what you must do when your situation changes. A question can also check that you know where to apply: Mijn toeslagen, with a DigiD and a BSN. Another may ask what to do when your income goes up.
Learn the Dutch words, because the real procedure and the KNM topic overlap. Use DUO's official practice material for questions about living in the Netherlands.
