The 600-hour rule: exemption after demonstrable effort (2013 law)

The 600-hour rule exists only under the Wet inburgering 2013. If you followed at least 600 course hours, your term started at least 2.5 years ago and you tried every exam at least 3 times, DUO can grant an exemption for demonstrable effort. The 2021 law has no such DUO exemption; there the gemeente decides on lowering parts to A2.

The 600-hour rule allows certain immigrants who cannot pass the integration exams to receive a formal dispensation from DUO after completing extensive coursework. This relief applies strictly to people bound by the 2013 integration law whose deadline started at least two and a half years ago. Here is how the exemption works, which classroom hours qualify, and how the rules differ under the newer 2021 system.

What the 600-hour rule is and who it covers: only the Wet inburgering 2013

The 600-hour rule is an administrative dispensation that releases an immigrant from the obligation to pass the civic integration exams after proving serious, sustained study. DUO refers to this legal path as an ontheffing wegens aantoonbaar geleverde inspanningen (dispensation based on demonstrable effort). It exists because Dutch integration law recognises that some candidates put in hundreds of classroom hours yet still fall short of passing every single exam part. You do not receive an integration diploma through this route; DUO releases you from the remaining exam duty instead.

This rule applies exclusively to newcomers who fall under the Wet inburgering 2013 (Civic Integration Act 2013). Your integration law is determined by the exact date your integration obligation began, not the day you arrived in the Netherlands or the date you sat your first test. If your obligation began before 1 January 2022, you fall under the 2013 framework. If your obligation began on or after 1 January 2022, you fall under the Wet inburgering 2021, where this specific 600-hour waiver does not exist. People required to integrate under the 2021 legislation cannot use this procedure to dismiss their exam requirements.

Timing also matters. Your integration term (inburgeringstermijn) must have started at least 2.5 years before you apply; DUO lists this as a condition alongside the hours and the exam attempts. If you hold EU, EEA, or Swiss citizenship, or hold a temporary residence permit as a kennismigrant (highly skilled migrant) or student, this entire framework is irrelevant to you because you were never subject to the statutory integration duty in the first place.

The conditions: 600 hours, a term of 2.5 years and 3 attempts per exam

To qualify for this dispensation on general A2 language grounds, you must satisfy three separate benchmarks established by DUO.

First, you must have completed at least 600 course hours. You can accumulate these hours through regular A2 courses, or by combining A2 hours with higher-level lessons at B1 or B2 level. If you began your training with an alphabetisation course, you can combine those hours as long as at least 200 hours were dedicated specifically to an A2 integration course. For immigrants who took only an alphabetisation route, at least 300 of the 600 hours must be literacy instruction, followed by an in-person diagnostic test.

Second, your official term must have started at least 2.5 years ago. The start date of your term is shown in Mijn Inburgering.

Third, you must prove that you genuinely tried to pass every required exam component. That means you must have attempted each required exam part at least 3 times. If your exam set requires Reading, Listening, Writing, Speaking, and Kennis van de Nederlandse Maatschappij (Knowledge of Dutch Society, or KNM), you must hold three registered attempts for each of them. Per exam part, no more than 2 attempts from the Staatsexamen NT2 (State Examination Dutch as a Second Language) may be counted toward your total of three. If you completed youth education such as praktijkonderwijs, voortgezet speciaal onderwijs (VSO), or an internationale schakelklas (ISK) within the last two years, you must also have completed the participatieverklaringstraject (participation declaration process, or PVT) if that was part of your obligation. Those young learners who missed the three-attempt rule can still apply, but DUO requires them to take a special language assessment.

Which hours count and how to check them in Mijn Inburgering

Only physical classroom hours attended at an accredited language institution count toward the required 600 hours. Online hours never count.

DUO enforces strict quality criteria regarding where you study. The institution where you completed your lessons must have held an active quality seal from Blik op Werk at the moment you enrolled. DUO's condition is that the school was on zoekinburgerschool.nl when you started; the keurmerk behind that list is explained on Blik op Werk's keurmerk page. If you paid a private tutor, practiced independently at a local library, or took an unaccredited evening course, DUO will discard those hours entirely. Furthermore, homework hours, self-study assignments, and remote online lessons completed on a laptop do not meet the legal standard of classroom attendance.

  • Check your personal dashboard in Mijn Inburgering using your DigiD to see the official course hours DUO has registered under your profile.
  • Ask your school administration to submit your attendance record digitally to DUO if your portal shows fewer hours than you actually sat in class.
  • Have your educational provider complete the formal paper annex titled Verklaring deelname cursus (Declaration of Course Participation) if their administration cannot submit records electronically.
  • Collect secondary evidence such as signed attendance sheets, course contracts, and bank invoices if your language school has gone bankrupt or closed down.

You should inspect your online record well before your three-year integration term expires. If your school has not passed your hours to DUO, fixing that takes time. Act early.

How to apply for the ontheffing and what DUO then does

You apply for this dispensation by downloading and submitting a formal paper application package to DUO by standard postal mail. The application is not processed through an online form or a telephone conversation. You must download the form Aanvraag ontheffing aantoonbaar geleverde inspanningen directly from inburgeren.nl, print it, fill out your personal details, and attach all mandatory supporting paperwork. If any of your course hours are not yet visible on your digital profile, you must include the Verklaring deelname cursus filled in by your school alongside the application.

DUO decides whether you receive the dispensation and lets you know within 8 weeks. It checks the conditions above: the registered hours, whether the school was on zoekinburgerschool.nl when you started, your exam attempts and the start date of your term.

Certain candidates must sit an additional evaluation before DUO makes a final ruling. If you followed an alphabetisation route, or if you attended special secondary youth education without completing three attempts per exam, DUO requires you to take an in-person learning capacity test. This test costs €150, billed directly to you via an invoice from DUO. You must pay this invoice before receiving a testing appointment. During this test DUO looks at whether you can still learn Dutch. If the test shows you can, DUO refuses the dispensation. You must take part actively: if you give no answers, DUO refuses as well.

Under the 2021 law: lowering to A2 through the gemeente, and the other exemptions

If your civic integration requirement started on or after 1 January 2022 under the Wet inburgering 2021, the traditional 600-hour exemption does not exist. You cannot simply log 600 classroom hours, take several exams, and ask DUO to release you from your duty. Instead, the 2021 legal framework transfers operational control of your integration path to your local municipality (gemeente), where 600 hours serves a completely different legal purpose.

Under the 2021 system, the standard language route is the B1-route, which aims for language proficiency at level B1 alongside voluntary work or employment. If you follow this path but find B1 unattainable despite significant effort, you can request afschalen (downscaling to A2). According to municipal guidelines coordinated through Divosa, completing at least 600 course hours at an approved Blik op Werk institution allows your municipal caseworker to lower your target exam level from B1 down to A2. Unlike the old law, this step does not exempt you from taking tests. It allows you to sit the language exams at A2 instead of B1. Your caseworker records this adjustment formally in your Persoonlijk Plan Inburgering en Participatie (PIP). This downscaling can be granted per individual exam component, meaning you might take Reading at B1 while downscaling Speaking to A2.

The 2021 system offers other statutory release mechanisms, though none rely on a pure hour total:

  • A medical dispensation (medische ontheffing) for a serious illness or disability, after an assessment by a doctor from Argonaut.
  • An exemption (vrijstelling) based on a qualifying Dutch diploma (DUO lists vmbo, havo, vwo, mbo level 2 or higher, and Dutch-taught hbo or university degrees), or a partial exemption for passed Staatsexamen NT2 parts.

If you miss your deadline without an approved reason, DUO can impose administrative fines of up to €1,000 for failing to complete your 2021 route on time, compared to up to €1,250 under the 2013 law.

Frequently asked questions
Can I use the 600 hour rule inburgering if I am under the 2021 law?

No, the full exam dispensation after 600 hours applies only to candidates under the Wet inburgering 2013. Under the 2021 law, completing 600 course hours at an approved school allows your municipality to lower your exam target from level B1 to level A2, but you must still pass the A2 exams.

Do online classes count toward the 600-hour requirement?

No, DUO explicitly requires physical classroom attendance for all qualifying hours. Remote lessons, video calls, homework assignments, and unaccredited tutoring sessions are excluded from the total.

What happens if I attended 600 hours but took each exam only twice?

DUO will reject your application for an ontheffing under the standard A2 rules. You must have attempted every required exam part at least three times, with no more than two Staatsexamen NT2 attempts counting per part, before applying.

Does receiving this dispensation give me an inburgeringsdiploma?

No, an ontheffing ends your exam obligation but does not grant you an integration diploma. For naturalisation or a stronger residence permit the IND assesses the integration requirement separately; its list of accepted proof includes DUO's effort-based dispensation under the 2013 law. Check ind.nl for your case.
