Step 1: know which law, which level and which deadline apply to you
Your preparation must start with confirming your legal framework, because the rules depend entirely on the date your integration obligation began. If your inburgeringsplicht (civic integration duty) started before 1 January 2022, you fall under the Wet inburgering 2013. If it started on or after 1 January 2022, you fall under the Wet inburgering 2021. Knowing this distinction prevents you from studying toward the wrong language level or booking components you do not need.
Under the 2013 law, you must pass exams at level A2 or higher within your three-year inburgeringstermijn (integration term). You can review your exact exam requirements by logging in to DUO's Mijn Inburgering portal. Candidates under the 2021 law go through a brede intake (broad intake interview) with their local gemeente (municipality), which includes the Leerbaarheidstoets (learning ability test). The municipality then issues a binding plan called the Persoonlijk Plan Inburgering en Participatie (PIP).
Your PIP assigns you to one of three learning tracks:
- The B1-route, aiming for language proficiency at level B1 or higher for work or volunteering.
- The Onderwijsroute (education route), preparing younger adults for vocational or higher education at level B1 or B2.
- The Zelfredzaamheidsroute (self-reliance route or Z-route), targeting level A1 with no mandatory final language exam.
Missing your three-year deadline carries severe financial penalties. DUO can impose a fine of up to €1,000 under the 2021 law, plus €340 penalties for an overdue participatieverklaringstraject (PVT) or Module Arbeidsmarkt en Participatie (MAP). Under the 2013 law, the maximum fine reaches €1,250. Asylum status holders are not fined, but for family migrants, missed deadlines can also derail applications for permanent residence or naturalisation through the IND.
Step 2: choose your route: a certified course, self-study or both
How you study depends on your immigration status, your budget, and whether you plan to use government financing. Under the 2021 law, asylum status holders do not pick their own school because their municipality selects and finances the language provider directly. In contrast, family migrants (gezinsmigranten) and non-asylum newcomers must select their own course provider.
If you need to finance your studies, DUO offers an integration loan. Asylum status holders under the 2013 law could borrow up to €10,000 without repayment obligations, whereas asylum seekers under the 2021 law receive funding directly via their municipality. Family migrants can also apply for a DUO loan based on income, but they repay it over up to ten years with interest, although DUO sometimes forgives part of it. If you fund your tuition with a DUO loan, you must take your classes at an institution that holds the official quality mark administered by Blik op Werk.
Independent candidates who pay entirely out of pocket are legally free to choose any private school or rely strictly on self-study. Combining structured classroom teaching with daily digital practice is often the fastest way to progress. If you are placed in the B1 track under the 2021 law and struggle to reach the required fluency, Dutch law allows a process called afschalen (scaling down). You can scale down your required exam level from B1 to A2 only after completing at least 600 course hours at a certified school and demonstrating substantial effort to your municipality. Self-study alone cannot unlock this formal downgrade.
Plan your study budget deliberately.
Retakes cost money.
Step 3: learn the format of the five parts and the exam-day rules
Exam preparation requires understanding the specific mechanics of the five core tests rather than studying general Dutch at random. Candidates sitting the standard integration track must pass four language skills—Lezen (reading), Luisteren (listening), Schrijven (writing), and Spreken (speaking)—alongside Kennis van de Nederlandse Maatschappij (KNM, knowledge of Dutch society). Each exam tests whether you can handle everyday situations such as visiting the huisarts (GP), communicating with your municipality, or reading bills.
Strict test center regulations govern all examination sessions across the country. You must follow the exact procedures outlined in the official regulations on inburgeren.nl rules for the exam to avoid disqualification. DUO staff strictly enforce testing conditions inside the examination room.
Remember these key test center constraints:
- Come alone.
- Present an undamaged, valid identification document such as a passport or Dutch residence card.
- Sign a formal declaration promising to keep all exam questions confidential.
- Bring your own cup if you want to drink during the exam.
If you fail to bring a valid, undamaged identity document, you may not sit the exam and have to register again. Knowing what to expect reduces testing anxiety and protects your investment.
Step 4: practise with DUO's official practice exams and book part by part
Working through genuine practice materials before paying registration fees is the most effective way to measure your readiness. DUO provides free digital practice papers for every single exam subject directly on their website. You can access these practice materials at DUO's official practice exam page using a desktop computer to mirror the actual screen layout.
DUO advises a desktop computer for its practice exams, and the Spreken practice exam does not work in Safari. Lezen, Luisteren, Spreken and KNM are computer exams; A2 Schrijven is written by hand, so print the writing PDFs and practise on paper. Once your scores on practice exams are consistently well above the threshold, log in to Mijn Inburgering with your DigiD to reserve your seats. You do not have to book all five subjects on a single day. Booking two or three components over separate weeks gives you time to focus your revision.
Booking early is essential because test slots fill up weeks in advance across the country. DUO operates dedicated exam centers in six cities:
- Amsterdam
- Eindhoven
- Rijswijk
- Rotterdam
- Utrecht
- Zwolle
You can review full center addresses and public transit options via DUO's exam locations guide. If an unexpected emergency occurs, note that DUO rules allow you to cancel or reschedule your exam slot up to 7 days before the exam date through Mijn Inburgering. Inside that 7-day window the fee is not refunded.
Step 5: exam day, the result and what to do when you fail a part
Arrive at your assigned exam centre in good time for the slot stated in your calling letter. Once inside, you wait in the waiting room until a DUO staff member calls your group into the exam room and explains the rules before you start.
DUO sends the result by letter within eight weeks, and it also appears in your Mijn Inburgering account. If you fail a part, do not panic about your entire trajectory. You only need to retake the specific subject you did not pass, and your passes for the other components remain valid. However, you must pay the per-component exam fee again for each retake attempt. This compounding expense makes thorough advance preparation crucial, particularly for family migrants paying their own bills.
Once you pass every required component, your civic integration is complete. Beginning 1 January 2026, DUO issues your official inburgeringsdiploma primarily as an authenticated digital PDF download available within Mijn Inburgering. The IND accepts this digital certificate directly for permanent residency and naturalisation applications. A paper copy can still be requested through DUO, but delivery takes around eight weeks, making the digital document the fastest path forward.
