When DUO can fine you for missing the inburgering deadline
DUO monitors your three-year inburgeringstermijn (civic integration period) and initiates enforcement as soon as your statutory time limit expires. You do not receive a penalty without warning. Two months before your three-year deadline ends, DUO sends a letter with the data it has on file for you. This letter alerts you to outstanding requirements so you can address any gaps before the clock runs out.
Once the deadline officially passes without completion, DUO mails an advance notice titled Vooraankondiging termijnoverschrijding (advance notification of deadline overrun). This letter states that DUO intends to issue a penalty and gives an estimated amount. It is not a final bill. DUO bases the preliminary calculation strictly on data currently in its administration, such as verified lesson hours and test attempts.
If you took lessons at an approved language school but DUO has not registered them, you must act before the decision is finalised. Take the form Verklaring Deelname Cursus (proof of course participation) to your school, have them certify your attended hours, and send it directly to DUO. DUO will review the updated hours before issuing a formal decision (beschikking).
When DUO formally confirms the penalty, they send a final decision letter containing the exact sum and payment instructions. You must pay the amount, but you are not forced into financial distress. You can pay the fine in instalments (betalen in termijnen); DUO's letter states how to arrange that. A changed bank account you report through Mijn Inburgering or with the form 'Wijziging terugbetalen lening en/of boete'.
How much the fine is under the 2021 and 2013 laws
The financial penalty DUO calculates depends directly on which civic integration law governs your file and how much of the programme you completed. Your start date dictates your regime. If your obligation began on or after 1 January 2022, you fall under the Wet inburgering 2021 (WI2021). If your obligation started before that date, your case follows the Wet inburgering 2013 (WI2013).
Under the 2021 law, the inburgering fine for not completing your learning route (leerroute) on time is capped at €1,000. DUO calculates the exact penalty based on your specific route, the hours of instruction completed at a certified school, the number of exam attempts you made, and how many exam parts you already passed. In addition to the learning route penalty, DUO charges fixed amounts for separate mandatory components:
- Failing to complete the participatieverklaringstraject (PVT, participation statement process) on time costs €340.
- Failing to complete the Module Arbeidsmarkt en Participatie (MAP, labour market module) on time costs €340.
Under the 2013 law, the financial framework differs. The penalty for failing to obtain your integration diploma within the three-year window can reach up to €1,250. DUO's calculation looks at your course hours at a school on zoekinburgerschool.nl, your exam attempts and the parts you passed. If you were required to complete the PVT under the 2013 law and missed the deadline, DUO issues a separate €340 penalty, and a late PVT under the 2013 law also ends your right to borrow from DUO.
You can review your active law and track recorded exam milestones by consulting the official DUO integration pages.
Who is never fined: asylum status holders after the court ruling
Asylum status holders (asielstatushouders) are legally exempt from receiving an inburgering fine from DUO. This exemption applies whether you fall under the 2013 act or the 2021 act. A binding ruling from the Dutch administrative court (Raad van State) established that DUO cannot impose punitive administrative fines on recognized refugees who fail to finish their integration on time. Furthermore, the court ruled that DUO may not demand repayment of integration loans borrowed by asylum migrants under the older 2013 legislation.
This protection does not apply to everyone.
Family migrants (gezinsmigranten) and other non-asylum newcomers remain fully subject to the penalty system. Non-asylum migrants must fund their own courses and exams, either privately or through a loan from DUO, and face the full financial caps if they overrun their deadlines without an approved reason. For family migrants, a penalty is added on top of existing tuition debts.
Even though asylum status holders face zero fines, they cannot simply abandon their classes. Their legal integration duty (inburgeringsplicht) remains in force. If you are an asylum status holder who misses the deadline, DUO still requires you to continue your pathway until you finish. Neglecting integration carries serious non-fine consequences. The IND (Immigratie- en Naturalisatiedienst) checks integration records when you apply for a stronger permanent residence permit or Dutch citizenship. Without a diploma, an exemption or a dispensation, the IND does not consider the integration requirement met. Breaking the agreements in your PIP can also lead to a measure from the gemeente (municipality); what exactly depends on the gemeente.
After the fine: the extra time you get to finish
Paying an integration fine does not cancel your obligation to pass the required components. DUO views the penalty as a consequence of missing a deadline, not an exit fee. Once DUO imposes a fine, it automatically grants an extended timeframe (extra tijd) so you can complete your trajectory.
Under the 2013 law, the rule is straightforward: DUO gives you two additional years to finish your exams and earn your diploma. Under the 2021 law, DUO tailors the extension period to your demonstrated progress. If you follow the B1-route or the education route (onderwijsroute), DUO allocates extra time based on the number of exams you completed:
- Zero passed exam parts grants two extra years.
- One passed exam part grants one and a half extra years.
- Two passed exam parts grant one extra year.
- Three or four passed exam parts grant six extra months.
If you follow the self-reliance route (Z-route), DUO links the extension to verified hours spent in class. Completing 200 hours or fewer gives you two extra years, between 200 and 400 hours gives one and a half years, between 400 and 600 hours gives one year, and between 600 and 800 hours provides six months. For municipal modules, DUO adds six months if you missed the PVT, six months if you missed the MAP, and one full year if you were late on both.
Extra periods do not stack. If you receive penalties for both your learning route and a participation module, DUO applies the longest single extension period rather than adding the months together.
How to avoid a fine: extension grounds and planning your exams
You can avoid an inburgering fine entirely if an official extension ground applies before your three-year term ends. The law defines specific statutory reasons (verlengingsgronden) that allow DUO to pause or prolong your integration period. If an approved reason applies to you, DUO extends your term; how long depends on the ground.
DUO extends the term for documented personal hardships. These grounds include prolonged illness affecting you, your partner, or a first-degree relative, the death of a partner or first-degree family member (three months), and the candidate's own childbirth (bevalling, sixteen weeks). Extensions also cover stays in a women's shelter (Blijf-van-mijn-lijfhuis), literacy courses (up to six months), homelessness (up to two years), or administrative delays where the gemeente failed to offer an integration course within three months of signing your Persoonlijk Plan Inburgering en Participatie (PIP). If you experience an unavoidable crisis that is not your fault, DUO can award an individual extension of up to two years.
Take action immediately.
Do not wait for the Vooraankondiging termijnoverschrijding to arrive before reporting severe personal disruptions. Gather medical declarations or municipal records and submit an extension request as soon as problems occur. If DUO rejects your request or sends a fine decision that you believe is incorrect, you can lodge a formal objection (bezwaarschrift).
You must submit your objection within six weeks of the date on DUO's decision letter. You can file directly online or download the objection form via DUO's formal objection page. Attach course attendance forms, doctor letters, or work records to justify why the penalty should be withdrawn. Meanwhile, continue booking test dates through DUO's exam booking system to ensure your pathway finishes without further administrative intervention.
