People included in these figures
- Everyone who received a decision from DUO that they are obliged to integrate under the Wet inburgering 2021. The cohort is the year of that decision, not the year of arrival.
- People under the old Wet inburgering 2013 are not included; that law has no learning routes.
- DUO withholds cells of 1 to 4 people. The figures on this page are built from rows with 8 such cells, so the totals are a lower bound.
- Source: DUO open onderwijsdata, WI 2021 Instroom, Uitstroom en Leerroute (updated October 2026). The dataset is refreshed monthly and runs to the end of the last full month.
- Only people with the status completed. Passed the exams (DUO calls this voldaan aan inburgeringsvereiste) means every required part passed, at B1 or at A2 after scaling down, plus the MAP and the PVT. Only a small part of the youngest cohorts has finished, and those who finish quickly are more often exempt than examined, so the picture per cohort is still shifting.
- DUO publishes no open data on pass rates per exam part; the split here is about how the duty ends, not about exam attempts.

What this means for your exam
For the great majority the duty therefore ends with the exams: Lezen, Luisteren, Schrijven, Spreken and KNM. What they look like is on the inburgering exam; the routes and the level you sit them at are in the Civic Integration Act 2021. Whether you qualify for an exemption yourself is on who must do inburgering.
