People included in these figures

  • Everyone who received a decision from DUO that they are obliged to integrate under the Wet inburgering 2021. The cohort is the year of that decision, not the year of arrival.
  • People under the old Wet inburgering 2013 are not included; that law has no learning routes.
  • DUO withholds cells of 1 to 4 people. The figures on this page are built from rows with 1 such cells, so the totals are a lower bound.
  • Source: DUO open onderwijsdata, WI 2021 Instroom, Uitstroom en Leerroute (updated October 2026). The dataset is refreshed monthly and runs to the end of the last full month.
  • Completed means: passed the exams, finished the Z-route, received a dispensation or was fully exempted. Lapsed means the duty fell away, for example through leaving the Netherlands or death. Temporarily exempt is a pause, for example for a study programme.

Data last updated: October 2026.

What this means for your exam

Most people complete by passing the exams; which parts those are and at what level is explained on the inburgering exam and in the Civic Integration Act 2021. If you are unsure whether the duty applies to you, read who must do inburgering.

Frequently asked questions
How many people have completed inburgering under the new act in total?

25,726 of the 154,021 newcomers who received a decision since 2022, or 16.7%. The low total is because the youngest cohorts are still in the middle of their three-year term.

How many newcomers are temporarily exempt?

4,803 across all cohorts, or 3.1%. You get a temporary exemption, for example, while following a study programme that itself leads to exemption.

What happens if you miss the three-year term?

You remain obliged and the municipality can impose a fine, unless you can show it was not your fault. An extension is possible for illness, or if you have demonstrably done enough but not yet passed every part.
