People included in these figures

  • Everyone who received a decision from DUO that they are obliged to integrate under the Wet inburgering 2021. The cohort is the year of that decision, not the year of arrival.
  • People under the old Wet inburgering 2013 are not included; that law has no learning routes.
  • DUO withholds cells of 1 to 4 people. The figures on this page are built from rows with 53 such cells, so the totals are a lower bound.
  • Source: DUO open onderwijsdata, WI 2021 Instroom, Uitstroom en Leerroute (updated October 2026). The dataset is refreshed monthly and runs to the end of the last full month.
  • The newest cohort (2026) is not complete yet: it runs to the reference date. Many people in it are still in the brede intake and therefore have no route yet.

Data last updated: October 2026.

What this means for your exam

The B1 route is the default route under the 2021 act; whether you fall under the duty at all is explained in who must do inburgering, and the exams the route ends in are on the inburgering exam. The three routes are described in the Civic Integration Act 2021.

Frequently asked questions
Which learning route do most newcomers get?

The B1 route. Across all cohorts, 70.2% of newcomers with a route are in the B1 route, 24.1% in the Z-route and 5.7% in the education route.

How many people are in the education route?

7,011 across all cohorts; in cohort 2025 it was 1,643. The route is meant for young newcomers moving on to Dutch education.

Why does part of a cohort have no route yet?

The municipality sets the route in the PIP after the brede intake. Anyone who has only just received a decision is therefore still without a route. In cohort 2025 that was 7,607 people.
