Can you sit the exam without a course? What the rules say
You do not need to attend an integration class to register for the official integration exams. DUO allows candidates to register directly for exam components without showing proof of course enrolment, but your legal status determines whether self-study is an option for fulfilling your civic integration requirement.
If you fall under the Wet inburgering 2013 (Civic Integration Act 2013), you choose your own preparation method. You can pick an intensive language programme, hire a private tutor, or rely completely on self-directed study. The obligation under the 2013 framework is purely result-driven: you must pass the required exams within your three-year inburgeringstermijn (integration period). As long as you clear every component before the deadline expires, DUO does not examine where or how you studied.
The rules differ substantially under the Wet inburgering 2021. Here, your gemeente (municipality) conducts a brede intake (broad intake interview) and records your mandatory leerroute (learning track) in a Persoonlijk Plan Inburgering en Participatie (PIP). If you are an asielstatushouder (asylum status holder), the municipality selects and finances your school; you cannot choose independent study instead. If you are a gezinsmigrant (family migrant) or another non-asylum migrant under the 2021 law, the municipality specifies the required route, but you select the school yourself.
Voluntary candidates face no coursework obligations. If you hold European Union citizenship or live here on a temporary permit such as a kennismigrant (highly skilled migrant) visa, you are not inburgeringsplichtig (obligated to integrate). You can learn Dutch independently and book the exams whenever you want. You can review your personal integration requirements by logging in to DUO's civic integration portal.
What a language school gives you and what it costs
A language school provides structured schedules, group conversation, and regular feedback from certified teachers. For many candidates, weekly classroom commitments provide external accountability that keeps language acquisition on schedule. Professional teachers identify pronunciation errors, correct grammar mistakes, and simulate classroom speaking activities that mirror exam situations. Group classes also offer peer interaction, which prevents the isolation that solitary learners sometimes encounter.
These advantages carry substantial financial costs. Course fees vary between schools because providers set their own commercial rates for teaching hours, materials, and registration. DUO says only that not every school charges the same for an A2 course; ask the school for its price.
Funding rules divide learners into strict categories. If you are an asylum status holder under the 2021 legislation, your municipality funds the course directly, along with your first two exam attempts. Under the 2013 Act, asylum status holders could borrow up to €10,000 from DUO, an amount they do not have to repay following a ruling by the Raad van State (Council of State).
Other migrants face different financial conditions. Family migrants and self-funded learners must pay their own fees, though they can apply for a loan from DUO via DUO's loan administration page. DUO calculates the borrowing limit from household income rather than applying a fixed ceiling. You must repay this loan with interest over a period of up to ten years, although DUO sometimes grants partial debt remission under specific conditions. Because retaking exams or extending course contracts increases personal debt, family migrants face real financial pressure to pass promptly.
Self-study: DUO's free practice material and what you arrange yourself
Independent study gives you complete control over your daily calendar and study methods. You can accelerate through concepts you master quickly and pause over difficult Dutch grammar rules without waiting for classmates. Self-directed preparation costs far less than formal tuition, requiring only your personal study materials, reference texts, and exam booking fees.
Studying alone demands strict self-discipline. DUO does not send study schedules, reminders, or progress benchmarks. You must monitor your own development, identify weaknesses, and build an environment where you hear and speak conversational Dutch regularly.
Official materials provide an authentic starting baseline. DUO provides free sample examinations for reading, listening, writing, speaking, and Kennis van de Nederlandse Maatschappij (KNM). You can access these official tests directly through DUO's practice portal. DUO notes that the practice speaking exam does not work in Safari, so using these official tests also checks your computer setup before exam day.
Candidates opting for inburgering exam self study must arrange four components independently:
- Dutch reference grammars and vocabulary collections geared toward A2 or B1 levels
- Daily listening inputs through public radio, news clips, or community media
- Consistent speaking partners, such as language buddies at a local bibliotheek (public library)
- Reliable mock testing routines that replicate official exam timing and keyboard interfaces
Writing and speaking remain the hardest skills to develop in isolation. Self-directed candidates often supplement their routines with occasional feedback sessions from a private tutor to verify that their written answers and pronunciation meet official scoring standards.
Why lesson hours at a keurmerk school can count later
Choosing a certified language school creates a formal paper trail that protects you if you face learning difficulties. To be recognised by DUO and municipalities, a language school must hold the Blik op Werk quality mark. Blik op Werk audits schools on organisation, results and student satisfaction, and requires most lessons to be given by registered NT2 teachers.
Accumulated hours at these certified schools carry legal weight. Under the 2013 Act, candidates who struggle repeatedly with the examinations can apply for an ontheffing wegens aantoonbaar geleverde inspanningen (exemption based on demonstrable effort). If your integration period started at least 2.5 years ago, you completed at least 600 course hours at an approved school, and you attempted every exam component at least three times without passing, DUO can release you from the requirement.
Independent study hours never count toward this exemption. Only physical attendance hours registered by an approved school on the official integration school registry qualify; independent online study hours do not qualify. If you prepare entirely through self-study, fail repeatedly, and run out of time, you cannot claim exemption based on effort.
Course hours also serve as a safety mechanism under the 2021 Act. If you follow the B1 track and discover the linguistic standard exceeds your ability, your municipality can approve afschalen (scaling down the required level to A2). This adjustment requires proof of substantial effort, defined by law as at least 600 language training hours at an approved institution. Furthermore, if you miss your three-year integration deadline, DUO considers your registered attendance hours when calculating penalties, potentially reducing the maximum fine of €1,000 under the 2021 Act or €1,250 under the 2013 Act.
Combining both and planning your exams
A blended approach allows candidates to combine the low cost of independent preparation with targeted institutional support. Many successful learners use self-study for reading, listening, and KNM, while reserving professional classroom instruction for active speaking and writing production. Splitting your preparation this way controls financial costs while addressing the specific skills where self-learners struggle most.
Timing requires deliberate management. The standard statutory deadline gives candidates three years to complete all obligations. DUO extends this window only for specific, legally recognised circumstances, such as prolonged medical illness, childbirth, temporary shelter in a domestic refuge, or administrative delays from the municipality. While policy revisions regarding childcare shortages and long working hours have been discussed in ministerial proposals, they remain unadopted draft policies. Do not delay your preparations expecting unconfirmed legal extensions.
You book and pay for examinations per component, meaning you do not have to sit all subjects on a single day. Candidates under the 2021 Act face five separate exams: Reading, Listening, Writing, Speaking, and KNM. Candidates under the 2013 Act also complete Oriëntatie op de Nederlandse Arbeidsmarkt (ONA). Each individual test carries an administrative fee, and DUO charges this fee again whenever you retake a failed part. Failing multiple components quickly inflates your overall expenses.
Rescheduling rules have tightened. DUO previously permitted candidates to reschedule or cancel an A2 exam up to fourteen days in advance without losing their registration fee. That allowance now requires action at least seven days before the scheduled exam date. Booking an exam before your scores on practice tests show reliable passing margins risks both your study budget and your statutory deadline.
