Seven mistakes that fail candidates in the inburgering exam

Usually not for lack of Dutch but for how they approach it: booking the wrong level, practising without the real exam format and timing, underestimating exam day, cancelling or moving an exam too late, and resitting without knowing what went wrong. Since late 2025 cancelling or moving an exam is free only up to 7 days before the exam date.

Most newcomers who fail inburgering exam requirements do not fall short on language skills alone, but stumble on DUO's strict logistical rules, rigid deadlines, and test formats. Missing your three-year integration deadline can trigger DUO fines reaching up to €1,000 under current civic integration rules. This guide explains the seven practical administrative mistakes that cost candidates their money and their residence milestones.

Mistakes 1 and 2: booking the wrong level and starting without a plan

Booking the wrong language level or sitting an exam without checking your legal track causes immediate delays. Your legal duties depend strictly on the date your civic integration obligation began. If your obligation started on or after 1 January 2022, you fall under the Wet inburgering 2021 (WI2021). Under this framework, the gemeente (municipality) conducts a brede intake (broad intake) and records your required trajectory in a persoonlijk plan inburgering en participatie (PIP). If your PIP places you in the B1-route, you must sit state exams at B1 level. Booking A2 exams on your own does not meet the level in your PIP, and for asylum status holders attempts below the PIP level are not free.

Downscaling your target level requires strict legal criteria. To request afschalen (scaling down) from B1 to A2, you must complete at least 600 course hours (cursusuren) at a certified school holding the Blik op Werk quality mark and prove sustained effort. Only your municipality holds the authority to formally approve downscaling and amend your PIP.

Candidates under earlier rules face a different framework. If your obligation began before 1 January 2022, you fall under the Wet inburgering 2013, where the general standard remains A2 or higher. EU, EEA and Swiss nationals have no civic integration obligation at all. People in the Netherlands for a temporary purpose, such as kennismigranten (knowledge migrants), are exempt while they hold that permit; the requirement only reaches them if they move to a non-temporary permit or apply for naturalisation.

Starting without an organized schedule leads many newcomers to run out of time on their three-year inburgeringstermijn (integration period). Check your exact status and requirements early by logging in to DUO using your DigiD.

Mistakes 3 and 4: not practising in the real exam format and not knowing the time per part

Preparing solely with traditional paper textbooks or informal vocabulary apps leaves candidates unprepared for the official computer system. DUO administers Lezen, Luisteren, Spreken and KNM on a computer with a fixed time per part; A2 Schrijven is the exception and is written by hand. Candidates often fail inburgering exam components simply because they lose precious minutes figuring out the digital controls rather than focusing on the Dutch questions.

Practise on a computer.

DUO advises candidates to complete practice exams on a standard desktop computer rather than on a tablet or mobile phone. Furthermore, DUO's official speaking practice tool does not function properly in Apple's Safari web browser. Practising only on a phone screen means that the full-size monitor, headset audio prompts, and microphone recording screens on exam day will feel unfamiliar and stressful.

Time management is equally strict during every session. Each part has a fixed time, and when it runs out the exam is over, so an unanswered question earns nothing. While DUO introduced an extra-time concession for certain B1 Spreken (Speaking) candidates in late 2025, that arrangement is explicitly not available for A2 exams.

To build realistic exam reflexes, work through DUO's official practice material under real exam timing before your scheduled test date. Simulating the exact testing environment prevents unexpected surprises on the computer.

Mistake 5: underestimating exam day: arriving late, no valid ID, not knowing the rules

Arriving at the test centre with invalid identification or bringing family members will instantly prevent you from entering the examination room. DUO enforces uncompromising security protocols across all official examination facilities in Amsterdam, Eindhoven, Rijswijk, Rotterdam, Utrecht, and Zwolle. If you cannot show a valid ID, you may not sit the exam and have to register again. Rules are strict.

DUO accepts only specific, undamaged forms of official identification (geldig legitimatiebewijs):

  • A valid Dutch passport, Dutch national identity card, or Dutch driving licence.
  • A valid Dutch residence document (verblijfsvergunning type I, II, III, or IV) or a W-document.
  • A valid EU, EEA, or Swiss passport or national identity document.
  • An official, undamaged foreign passport or valid travel document issued outside the EU.

If your identity document has expired or is damaged, you may not sit the exam. Presenting a falsified identity document can lead DUO to report it to the police.

Plan your journey with substantial buffer time. Official test centres operate Monday through Friday from 09:00 to 16:30, but DUO provides no private parking facilities for test candidates. Furthermore, DUO applies a strict kom alleen (come alone) policy. Friends, family and children cannot come in; they have to wait outside. Once inside the room, you must also sign a legal declaration promising to keep all exam questions confidential before you begin.

Mistake 6: cancelling or moving too late and losing the fee

Missing DUO's cancellation cut-off means the exam fee is not refunded and wastes your integration timeline. Many test takers believe they can alter an exam date whenever a scheduling conflict arises. Under administrative rules effective since late November 2025, you must cancel or reschedule an A2 exam at least seven days before the test date.

The previous fourteen-day window has been shortened. If you move or cancel your exam via Mijn Inburgering at least one full week before your exam day, you receive a full refund or can select an alternative session. If you cancel six days before the appointment, however, you lose your entire fee.

Inside that window DUO does not refund the fee.

Late cancellations create serious setbacks depending on your residence route:

  • Asylum status holders under the WI2021 have their first two attempts per exam paid by their municipality; later attempts they pay themselves.
  • Family migrants (gezinsmigranten) and non-asylum newcomers pay for their own exams or borrow money via a DUO loan, meaning lost fees add directly to personal debt.

Test retakes increase your total costs rapidly. Always book, cancel, or modify appointments directly on the official DUO registration portal well before the seven-day deadline.

Mistake 7: resitting without knowing what went wrong, and what to do instead

Rushing to book an immediate retake without targeted preparation frequently leads to repeated failures and mounting expenses. When test takers receive an unsatisfactory result, their instinctive reaction is to rebook the next available date immediately. Because DUO charges an exam fee for every single attempt, sitting exams without reviewing weak spots drives up your expenses quickly.

DUO only requires you to retake the specific parts you did not pass. If you pass four components and miss one, you rebook only that single subject rather than the entire suite. However, DUO warns that it can take more than six weeks before you can sit an exam. Rebooking without a focused plan wastes valuable months from your overall three-year term.

Letting your deadline expire without passing brings substantial financial penalties. Under the Wet inburgering 2021, DUO can impose a fine of up to €1,000 for failing to complete your learning route on time, alongside separate fines of €340 for an overdue Participatieverklaringstraject (PVT) or Module Arbeidsmarkt en Participatie (MAP). Under the 2013 act, the maximum penalty is €1,250. Asylum status holders are never fined by DUO; family migrants and other newcomers can be.

Under the Wet inburgering 2021, if serious life events prevent you from finishing on time, DUO extends the integration period for specific legal grounds including prolonged illness, childbirth, homelessness, or municipality delays in providing a course offer. When life obstacles occur, contact your municipality or DUO to apply for an official extension (verlenging) instead of taking exams unprepared. Once you pass all required parts, DUO issues a digital PDF diploma through Mijn Inburgering, which the IND accepts for naturalisation and permanent residency filings.

Frequently asked questions
What happens if I fail inburgering exam parts before my three-year deadline?

If you fail an exam part, you only need to retake and pay for that specific component rather than the whole exam suite. You must pass all required parts before your three-year integration term expires to avoid DUO penalty fines. You can re-register for the failed component through Mijn Inburgering as soon as your results are published.

How late can I cancel or reschedule my inburgering exam without losing money?

You must cancel or change your exam date at least seven days before the test date through Mijn Inburgering. If you cancel at least one week in advance, DUO refunds your fee or lets you select another date. Cancelling fewer than seven days before the appointment forfeits the entire exam fee.

Can I bring my child or spouse to wait inside the exam centre?

No, DUO strictly enforces a policy requiring all candidates to arrive alone at the testing centre. Family members, friends, and children are not permitted inside the waiting areas or exam rooms. Exam staff will instruct accompanying visitors to wait outside the building.

What official ID documents does DUO accept on exam day?

DUO accepts an original, valid, and undamaged Dutch passport, Dutch ID card, Dutch driving licence, Dutch residence permit, or a valid foreign passport. Expired or physically torn documents are rejected immediately. If you cannot present valid ID, you may not sit the exam and have to register again.
